U.S Senate Foreign Relations Committee on Maada Bio and the 1996 Elections

Senator Jeffords statement before congress recognizes the achievement in 1996 elections pioneered by Bio..."Mr. President, I am submitting for myself and several of my colleagues a concurrent resolution recognizing the people of the Republic of Sierra Leone for their recent elections and democratic transition. The elections held this February and March were the first multiparty democratic elections in 30 years."  This confirms U.S Senate's position that elections under APC Siaka Stevens and Momoh were not free and fair. Oppositionists lambast Ernest Bai Koroma’s government for favouring the north-west
region in its appointments, specifically the President’s own Limba people and their Temne
and Krio allies. Koroma’s first cousin Edmund Koroma was put in to head the Finance
Ministry. His elder sister, Admire Koroma, dumped her civil service job to become a big
government contractor as soon as her brother became President. The younger brother,
Sylvanus Koroma, enjoys an overdraft facility for millions of dollars at the state-owned
Sierra Leone Commercial Bank and is a main importer of rice, the staple food.

Why Ernest Koroma and His APC Government Has Refused to Make Public The Shears-Moses Independent Inquiry Report

Here is what the report recommends among others: "We recommend that steps be taken for those responsible for the acts off violence in Freetown and Gendema to be relived of their responsibilities and barred from holding any public office for a period of at least five (5) years. The Mayor of Freetown, Herbert George Williams, and the Resident Minister South, Musa Tarawallie are being specifically mentioned....Members of the security forces who have betrayed the trust put on them to protect the citizens, and found to be unprofessional in their activities, or support violence, should be dismissed from their employment to serve as a deterrent to others in the future. In this regard we specifically indicate Mohamed Turay (alias Yete Yete), Idrissa Kamara (Alias Leatherboot)."  Ernest Koroma has refused to publish this report or act on its recommendations. The Kelvin Lewis Independent Inquiry Report on the Bo Violence

While Ernest Koroma and APC government was quick to arrest and prosecute SLPP supporters alleged in the report, other recommendations were totally ignored. The report recommended the publishing of the Shears-Moses Report. Also, the report concluded that OSD personnel, B.S Mansaray (Alias White Boy) was responsible for the murder of the bike rider, Abdulai Sesay.
